Is etched glass as acceptable when a window has to be obscured under Planning Permission

If Planning permission for a window is granted on the condition that it is 
the boy
obscured, is it allowable to used etched glass i.e glass with a pattern

probably due to privacy reasons & the application would have been refused

If the condition was imposed by the planning committee contrary to advice  
from the planning officer it might be worth appealling the condition in an

I would go for the etching and if questioned I would claim it is low

Having worked with planning on many occasions, if they say

obscured glass, they mean fully obscured ~ not partially obscured. The
